Pornhub demands Iowa lawmakers drop 'dangerous' age verification laws

Pornhub has sent an open letter to Iowa lawmakers and officials in nearly 30 other states, calling current age verification laws for adult content 'performative, ineffective, and unenforceable.' The company argues these laws put children and adults at greater risk and proposes a different approach: requiring tech giants like Apple, Microsoft, and Google to build parental controls directly into devices.

The letter, obtained by Mashable, was sent to governors, attorneys general, and state representatives in Iowa and 27 other states. It comes as roughly half of U.S. states have enacted age verification laws since 2023, starting with Louisiana. Pornhub has blocked access in most of those states rather than comply with what it calls burdensome requirements.

Why Pornhub says current laws fail

Age verification laws typically require users to submit personal information, such as a facial scan or government ID, to view explicit content. But Pornhub and critics argue these measures are easily bypassed using VPNs and that non-compliant websites simply fill the gap.

'These laws demonstrably do not work and, as a result, have put your constituents' children and adults' personal data at risk,' the letter states. 'If you truly intend to protect minors online, you must acknowledge the facts and introduce a real solution.'

The company points to research from Texas showing that nine out of ten top search results for 'free porn' had no age verification at all. It also cites a recent report from Ofcom, the UK communications regulator, finding that site-by-site age checks 'leave major gaps' and can even boost traffic to non-compliant sites.

Device-level filters: The alternative Pornhub backs

Instead of requiring each website to verify ages, Pornhub wants operating system providers to enable parental controls by default on all devices. The company says Apple has already done this in the UK with iOS 26.4, and Pornhub has tested the solution since April 2026.

'It is our view that children in the UK using Apple devices with the most up-to-date version of iOS are benefitting from the strongest level of protection from age-inappropriate content online,' the letter reads. 'Adult sites are blocked by default, and VPNs do not work to circumvent these blocks. Your constituents deserve the same.'

Pornhub sent a similar letter to Apple, Microsoft, and Google in November 2025, asking them to make device-level filters the global default. Free speech advocates have long supported this approach as a way to protect children without infringing on adults' rights to access lawful content.

Iowa is among the states that have enacted age verification laws. The letter calls on state leaders to publicly release data showing how many minors have actually been protected by these laws.

'How many minors have been protected in the weeks, months and years since age verification laws have come into effect in your jurisdictions?' the letter asks. 'The public deserves to see the data on how these laws are protecting children and reducing access to age-inappropriate content. We don't believe such data exists.'

Pornhub argues that the current approach is 'simple and attractive' but ultimately fails. It urges lawmakers to mandate device-level solutions instead, saying 'the technology exists' and 'a precedent exists' in the UK.
